Guidelines for IT Value Creation in the Public Sector

IT governance in the public sector is essential to ensure that technology investments align with government objectives, deliver value to citizens, and meet accountability and compliance standards. But defining “value” in government IT is complex — not all goals are financial, and interdependencies run deep.

To address this, experts Maria Haasnoot, Nard Janssens, and Patrick Soenen formed a development team, gathering input from ISACA members and analyzing two case studies — one for context, one for best practices.

In October 2024, over 100 professionals from Belgium and the Netherlands joined a roundtable session titled ‘Integrating IT Governance for a Secure Future’, hosted by Prof. Dr. Steven de Haes. Their insights helped shape this whitepaper.

The document presents scientific findings and practical guidelines to help public-sector IT leaders govern for holistic value creation.
